Have got 4.6 going today.
The licence activation is not (currently) supposed to set you a license.dat, you are supposed to be able to use the one sent originally.
However, that one didn’t work,

It might be beneficial to know if you are referring to the new web client or html merge. I would think both would be considered web applications.

I have determined when this happens, that if you go into the Forms Editor and then exit the Forms Editor it returns to normal.
It has to be a bug.

It depends on your magic version, but you could always try to create a locally defined function that calls your program instead. I do not know whether a function allows more parameters,

i figure out this (and was frustating)...

Just tried with Declare as you said, but same behavior.
Haven't looked for new special settings yet but this is happening also in 3.3
Tested on 3.3, 4.5 and 4.6.
