A bit late to the party, but I was experiencing the same problems. And in windows 11 it seemed to have worsened. The answer from MSE below fixed it for me. (So remove the "1" at the end of the value)

Default dotnet icon on the #xpa logon screen (runtime) #xpa

This one is bugging me. We're getting the default dotnet icon on the runtime logon form. Not the xpa nor our own icon. The window icons in the rest of the application is okay.
