Whether or not it's possible to disable the scroll bars and how will depend on what ActiveX control you're referring to.

Who is the author of this ActiveX control? Does it have a name?

Generically speaking, if the control's behavior in this regard is dynamic, the ActiveX control's reference material should describe which Properties are involved, perhaps named something like HScroll and VScroll, or WordWrap, or some such.
